There is a server connecting to mine as a peer, but I do not
recognize it as a configured peer. Not sure if misconfigured DNS with an
existing peer, or someone attempting to peer that I haven't configured.

The server is in similar IP space as other servers I peer with in Germany, but
none close enough in netblocks to pinpoint as the owner.

Hetzner is one of the larger providers in Germany, especially for
dedicated and virtual servers for reasonable prices, so you'll find quite
a lot of servers hosted there..

That's news4.open-news-network.org (or news.roellig-ltd.de, same machine).
