Yes, but it is unlikely that people will peer via TOR or dynamic
addresses.
Isn't it possible to get a static /48 from your ISP?
If you have at least one static address, we can talk about peering.
I don't get the point of wanting to peer through Tor or yggdrasil. The
messages in the newsgroups are then visible to everyone anyway.
Unless you want to post junk in the groups and hide it behind Tor.
Even a static IPv6 network (/48) is relatively easy to get from
tunnelbroker.net. The necessary reverse DNS can then be implemented via
he.net and is even free of charge.
